Found a Minimum Speed Limit sign in the middle of my town.

-Traffic light aheadIs this even a lawful sign? Or just a shit head city council being cute? I know minimums can be posted on the interstate, but come on, this is clearly a city road.

Metric as in kilometers per hour.
In the USA it looks to be governed by the state or whomever owns the road (https://en.m.wikipedia.org/wiki/Speed_limits_in_the_United_States_by_jurisdiction). I’ve only ever seen minimum speed limits on highways.
Mississippi has a minimum speed of 30 mph on four-lane U.S. Highways when no hazard exists.
Ah! Mystery solved.
I will say a quick search through the article seems to show Mississippi is an exception - most states only have minimum speeds of 40-45mph.
Judging by the proximity of those cars, lots of people here are in violation.
