Seamless textures are usually able to be tiled top, bottom, left and right, which this image is. So, if you were to use this with a fill tool in Affinity or Adobe products, it will seamlessly fill a shape.
“Tileable” is a better term to use in the future.

It should, yes. It’ll even tile images that aren’t square; you could technically tile an image with a 16:9 aspect ratio. Or whatever other ratio you want.
