“Explores” means they are looking into it and “sources say” means somebody told them. If I had to guess, a bunch of oil and gas lobbyists are working hard on making it happen and at least somebody “explored” the option, which can just mean “yeah that is dumb” or “we should really do that”.
Why. What a weak group of people. Seems Europe well do what it always does give in then realize they made a mistake when it’s to late.
