This is fine, it’s no different than when a website warns you that you’re clicking a link that takes you off the site. It gives them legal protection and stops you getting scammed.
A warning before you enter the payment process is one thing; this is a big banner right at the top of the App Store page that seems deliberately designed to scare users off.
