IIRC the Baltics weren’t hit as hard by the shock doctrine, but I couldn’t say why.
Part of the reason is that they were already the most developed regions of the USSR, with very urban population and highest GDP per capita. It’s the reason why lots of ethnic Russians moved there in search of higher economic level and that’s where their claims of genocide through replacement come from (literally parallel to white replacement conspiracy but substituting Arabs with Russians). Go to the article on Wikipedia about Russians in Estonia and you’ll see that it talks of Russians being “settlers”, which is an outrageous claim to make when in reality they were economic migrants.
As for Estonia in particular, I feel like gearing a highly trained and educated workforce composed of just a few million people towards an EU-oriented service economy is easier than e.g. Ukraine’s strong industrial core literally disappearing overnight.

Their prosperity is completely tied to European imperialism. Every setback in resource extraction by EU from the Global South is felt extremely strongly by the tiny Baltic economies, so they consistently side with the most aggressive elements in European politics.
Also, Baltic politicians are not planning to stay in their countries, they usually steal enough money and leave to live comfortably in USA or Britain, so they aren’t worried about long-term consequences of their policies on Baltic states.

Only last week I found out that, upon independence, Estonian government decided not to give a nationality to Russian Estonians, leaving about 30% of the country without citizenship and forcing many to emigrate to Russia. As of 2018, a bit less than 20% of Estonian inhabitants don’t have Estonian citizenship, most of them ethnic Russians with a Russian citizenship (Russia granted citizenship to all former USSR citizens who desired it), and 6% of the total country are people without any citizenship, quite literally apartheid. Despite being about 20% of the country, Russians are only 3% of public positions in government, and they have lower salaries on average, and many of them being non citizens they lack many of the rights that Estonians do.
They literally yearn for fascism.
