Then specify.
Since death to israel can mean death to the people, or death to the political entity. If someone is genuine that they’re okay with Israel and Israeli civilians existing, then just add ‘Death to the Israeli government’

Israel is the state, Israelis are the people. If they said “Death to Israelis” it’d be pretty clear. How come it’s not clear the other way around?
Because of the historic context. Antisemites have always used Israel as a dogwhistle to mean Jews.
