Time to rename already destroyed buildings and update google maps, openstreetmap and alike. especially names of buildings already destroyed but add a “new” in front of it.

dont forget to make press releases how important this new building is for regaining power and that its mainly below the surface (so that satellite images with no new buildung make sense). have all the normal publicity with it, i.e. instageam fotos, opening ceremony etc.
maybe prefer locations outside the city and call the area “new center” or “new underground center”
once that digital decoy was bombed, make an appropriate press release that so many civillians were killed and the new underground building had been destroyed by x% and must be rebuild.
