Yes, all those official stories that go “the barbarians that grew and were educated in Rome for a generation or two keep making problems for Rome and need to be taken care of” stink of systematic oppression.
Late Roman Empire was mega-fucked-up culturally. Even by the standards of pre-modern polities (and the Early Empire).
