Unemployment does not include “not actively participating in the workforce” which accounts for about a third of the USA mostly elderly. Instead it tracks individuals seeking employment but not finding.

States with low unemployment and low homelessness are generally places that are actively hostile for such individuals to live, leading them to move somewhere more capable of offering the help they need and easier to survive in.

E.G. if you’re dying in winter in a tent in North Dakota, you will be ticketed and given a court date where you will receive a fine and if you fail to pay then your fines will increase and you will eventually be given jailtime.
