I have always found the reporting on voluntary OTA attendance to be pot stirring bullshit.

Voluntary is the key word. Meaning attendance is optional.

Yeah, the time between the Draft and the start of the preseason is the slowest and least interesting time of the year as far as NFL news, but the 24-hour news cycle always needs something to fixate on.
