Paramount wanted to do Annie adaptation but they lost the bid so Robert Evans asked what else they’ve got they can turn into a musical - and the answer he got was Popeye. Evans got obsessed with doing comic strip accurate adaptation and went overboard. Altman was brought in because he did Nashville and seemed like a good fit.
