Hi there I have an OWC NVME M.2 SSD enclosure that only has a Thunderbolt 3 connector, I also have a dongle h , however when I connect it to my dongle usb c port, it won’t power on it has to be plugged directly to my macbook air m1 usb c port. I suspect the problem is due to not enough power suppplied to the dongle to power it on. Is there any dongle that has 2 usb c port one for powering the dongle and mac, one is for the NVME enclosure.

You need a hub/dock that supports Thunderbolt.
