Eleven years after intervening in Yemen's war, Riyadh may be forced to negotiate with Ansar Allah on the group's terms

Since that truce, the Houthis have only grown more emboldened. And the reality is that the Houthis have not been weakened militarily by any of the punitive campaigns launched against it — not Israel’s decapitation strikes, which killed the group’s prime minister and military chief of staff, nor Operation Rough Rider, the two-month, billion-dollar U.S. bombing campaign last year.

If military pressure at that scale couldn’t do it, it stands to reason that negotiation, in the short-term, is the only viable alternative.
