Any city planners here?

When would this parcel be ready for development in your opinion? Location: 39.79826388092789, 32.65484295814175 Plan: https://i.postimg.cc/NQbgYHrT/question.jpg

I’m told development would start in parcels near 39.82167472875029, 32.66417907458052 and 39.81497770263071, 32.65652921707371 this year (this year because plan’s legal obstacles are removed). And then development would move to parcels near 50m and 35m boulevards. The parcel I highlighted is next to 35m boulevard.

ps. If someone can post this quesiton to urbanplanning on reddit, I’d really appreciate it. When I post there, it just gets removed
