I guess it depends on who you reference, theil and fellow billionaires certainly want it isolated and carved up into technocratic fiefdoms, seems like a pretty good way to do such a thing.
It feels like a duality where they want the USA to be weak enough to not be able to control them while at the same time still maintaining their power internationally, which they would likely lose if the USA isn’t there to prop up certain parts of American tech leadership.
I don’t think the plan was to see a catastrophic loss of the American position in the world.
