A few reasons.

First, the movie isn’t that popular.

Second, I think it would be harder to get the essence of the movie across in a live action format. There are musical instrument playing cats in this movie, and the cats playing musical instruments is a big part of the appeal. I don’t see how Disney can do this in “live-action” and make it look decent.
