Like the other reply said, he isn’t some anarchist or revolutionary. Its just that he falls into these situations which pit him deliberately against the ruling class. He doesn’t save robin cause he is against the state repression of whistleblowers. Its just personal for him. While all that makes good drama it just does not make him a revolutionary.

I said this about skypeia before where luffy is ringing the bell which has a decent emotional impact. And that’s not cause luffy wants to aid wyper and his cause. Luffy doesn’t really get what the situation is between shandia and skypeia. Even though the narrative pretty clearly depicts that shandians are pushed from their land to a ghetto. Luffy is there cause he wants to ring the bell and prove that the sky islands are there. He doesn’t really have interest to delve into the conflict. He got mixed with the conflict and ends up fighting enel.

Same with him punching the slave owner. Its not cause luffy is john brown. Again there he just does it cause camie was kidnapped and also he doesn’t really like slavery as much as the other person. But luffy bites the bullet anyway cause one he is just very angry by that point. Very angry also cause everyone is standing by seeing this just go on as usual. And two he doesn’t really get what the ruling class is capable of. Immediately in the aftermath of him punching the slave owner is the separation of crew, cause the WG sent people to wipe these pirates who disrupted the slavery auction.
