The Obama admin was neutral/non-committal to gay marriage (afaik Obama refused to say “gay marriage” or “marriage equality”). Joe went onto some morning show and when asked said he thought gay marriage was inevitable, the Obama admin immediately tried to walk his comment back but they saw it was actually popular with their voting base so they shifted and ran with it.
