IANAL, but this law strikes me as unconstitutional. Regulation of commerce with foreign nations is pretty explicitly a power held by the federal government, seems to me they’re overstepping their scope.
It’s only illegal if you didn’t pay for the maturation pot (ie Federalist Society) that the judges emerge from before taking their seats on the bench.
