The compassionate, humanitarian, and international law-respecting US government makes it incredibly difficult to get money to Cuba legally. The Hatuey Project is a project of The People’s Forum, a non-profit public charity exempt from federal income tax under Section 501©(3) of the Internal Revenue Code; as such, all donations are tax-deductible. All proceeds go to providing material aid. The Hatuey Project delivers the medicines through export licenses granted by the U.S. Commerce Department.

I think because, as cruel as the blockade is, legally there are exceptions allowed for food and medicine. For now at least.
