The compassionate, humanitarian, and international law-respecting US government makes it incredibly difficult to get money to Cuba legally. There is one charity I am aware of - the Hatuey Project - that is legally able to use donations and get medical supplies to the island. I think because, as cruel as the blockade is, legally there are exceptions allowed for food and medicine. For now at least.
