They can’t re-structure the military to be capable of producing itself without purging all the useless middle-men, but the military we’re talking about exists to protect those people.
No matter how much money they pour into it, this is an unshakable fact, and that is why they will always lose. I swear you could convince them to build a Death Star with the way things are currently run and they’ll give you the budget for it.

You have to keep in mind that the actual purpose of the US military industrial complex is to siphon taxes revenue meant for productive purposes, and put it back in the pockets of the oligarchs. So, the goal is to produce expensive toys in low batches, and with high maintenance costs because that’s how you maximize profits. Building a factory to pump out artillery shells, and then having to build warehouses to store them is low profit margin. Building stuff like F-35s which you deliver in artisanal batches and that need huge amounts of maintenance every time they fly, assuming they can take off even, is way better business.
Back when USSR was around, US military did need functional weapons, so while the system was still wasteful, there was pressure to make things that mostly worked. But during the whole unipolar moment, the US had no peer competitors, and the whole military industrial complex rapidly devolved into what it is now.
