I was trying to migrate my Lemmy account to a Piefed one and the only option I was given was subscriptions. The description for the feature mentioned blocks and that was actually what I’m mostly interested in transferring. Is that not possible at this time?

Yeah sorry, you can only do subscriptions with Lemmy and PieFed. It obviously doesn’t help you right now, but I might try to work on expanding the account migration to support more things soon.
I think the app is the only tool to migrate to Piefed so I imagine it would be quite popular if implemented. But I did notice that it is a beta feature so I thought it may be limited in scope.
Lemmy-to-Lemmy works for most stuff. But looks like Piefed hasn’t integrated it.
