Why does an embassy have to apologize for a stupid student? If the British embassy has to apologize for every stupid Brit on every Spanish beach, there’ll be no end to the apologies.
Because diplomacy is exactly why countries have embassies. And if one person of nation A is getting notorious publicity in nation B, then the embassy better does its job and show that they do not condone such behaviour. Otherwise nation A will be seen worse in B and they will invest, trade, etc. less.
And as sad as it is, (some) Brits behaving like complete twats seems to be accepted enough now in Spain, that the embassy doesn’t see a need for diplomacy. Same as with Germans on Mallorca.

Not accepted, it’s more that the Brit public image has tanked to the point every you assume that every Brit you see in southeast Spain will be an asshole. The sad part is that the British embassy never tried.
It baffles me that Brits complain when locals act hostile towards them. It’s the same logic you applied to the embassy needing to protect the public image of country A in country B. Since the embassy did nothing, now the public image of all Brits in southeast Spain is through the mud, and people just assume the worst.
To be fair, they’re detested in the northeast too.
This is everywhere tourists go unfortunately. I live on a pretty busy street in an area with lots of clubs and people seem to not understand that their little fairytale party holiday is hosted in a place where people actually live and work and sleep. Lots of diabolical behavior, especially in the summer when you want to have your windows open at night.
