The liberal order failed because it was hegemonic instead of democratic. That’s the problem with liberals: they are committed to Liberalism but their commitment to democracy is only conditional. They will only support democracy when it is sufficiently liberal, and they will abandon democracy when it is not sufficiently liberal. They will impose liberalism by force, if necessary. But even if they don’t use violent force, they will use coercion, intimidation and ultimatum. For an international government to function, it must have the consent of the governed nations, freely given not coerced.
