In theory if you know that someone is going to commit a crime, you could send police to the scene to, in the best case, frighten them off or to at least be able to react quickly and hopefully prevent harm.

I don’t think that it works, or that it would be worth the intrusion into everyone’s personal lives even if it did, but that’s the idea.
