Well there’s a difference in governance. If the US was not a democracy with protections for private property, HSR would’ve likely been complete. Not to mention the vast differences in terrain which pose difficult engineering questions to be answered.
My vote for Bernie was counted, so yes even for a 3rd party candidate. It would be nice to work towards a proportional representative vote, some states have implement this, but I’d like to see it on the federal scale.

Well more specifically it’s a democratic republic, which would answer this question, however the future will likely bring change as votes are cast!
