No, but you can use https://open-store.io/app/webapp-creator.jujuyeh or https://open-store.io/app/webber.timsueberkrueb to “install” a web app.
Though some of the edge swipe gestures really don’t work, since they pull the launcher drawer open.
Apologies for going off topic, but is there an active community around Ubuntu Touch and similar OSes for phones? I have an old phone that is “fully optimised” as per the UBPorts website, and want to ask a few questions before I take the plunge.
Also, what phone have you installed the OS on?

Seemed to run just fine. GPS took a LONG time to get a lock. But it was just a spare phone to play with, I never daily drove it or messed with cellular.
