You need to be in the totality zone for significant darkness. 99% doesn’t quite cut it. That would be certainly much darker than a normal day but still much brighter than night.
Totality is when the moon FULLY blocks the sun, you’ll see the moon surrounded by the sun’s Corona with a brightness of about a full moon, and what looks like a sunset all around you. Not quite night dark but you can see stars for sure.
