A government can’t have programs like this unless they’re government run from top to bottom. Any system that simply gives free money for a specific purpose to any corporate/private interests that ask for it is going to see the numbers greatly inflated due to greed, while wealthy owners pocket the extra.
Man, I don’t think any government could have pulled this off. Even the 90% they scaled it back to is insane. This was a bad idea from the start…even if you (incorrectly) assume that no one is greedy. Leaving it open-ended means tons of people are going to get 50k+ of unnecessary work done just because it’s basically free.
