      This depends on which star trek you’re watching.

      TOS says “no man” but TNG and beyond say “no one”.

        Either way, you could feasibly interpret the mission statement as three separate objectives:

        • Explore strange new worlds (habitation unspecified)
        • Seek out new life and new civilizations (sort of overlaps with the first)
        • Boldly go where no one has gone before (explore totally uninhabited areas)
