From a cynical perspective, all you had to do was pay some lip-service, hype-up how fucking bad you felt about it for a while, and that would have likely been enough to get them far better relations with several countries just off of talk, no real material cost (okay maybe make some monuments or whatever, but that’s still cheap as fuck in the scheme of things). Look how much (undeserved) good-will that route got the Germans since WW2.
