      According to Article 9, the crimes of intentional homicide or very serious injuries, human rights violations and crimes against humanity, drug trafficking and narcotics and crimes listed in the Law against Corruption are clearly excluded.

      It also refers to those who “are or may be prosecuted or convicted for promoting, instigating, soliciting, invoking, favoring, facilitating, financing or participating in armed or forceful actions against the people, sovereignty and territorial integrity of the Bolivarian Republic of Venezuela, by foreign States, corporations or persons.”
