    You can FORCE a Vote? But I thought Democrats were POWERLESS because they were ONLY the Majority! Minority! Majority! Minority!

      You can force a vote, but there are stipulations.

      Republicans use the Hastert Rule, which is something they invented to prevent minority parties from having a say. The only way around it is a Discharge Petition, which needs 218 members to sign on. They can do this because the Speaker of the House controls what bills are sent to the floor for a vote, and what ones go to committee to die.

      None of that actually matters here because a War Powers Resolution actually holds a special status, and bypasses committee assignment and such, there are still ways to prevent it from going to a vote, but they’re much harder than a standard bill.
