When my dog does this, I just start listing the possibilities. Something will make the butt wiggle harder than the other options, and that’s usually what he wants.
If you’re not eating something, maybe he needs to go pee. My dogs only stare at me like this when I have food or they need to go potty.
Sometimes my dog does this just for pets, which of course I give. Other times he backs away when I go to pet as if to say, fuck off and feed me
