I think it shows that some countries at least make an effort to reign in on AI and ensure that especially older people can get direct access to human support.
In western countries this kind of legislation is years away.
Whilst it is not entirely anti-AI, it is better than the current wild west.

You could try convincing yourself that China has no intention of carrying out this law, and that China is no better—or even worse—than the US. You’d be wrong, but hardly alone.
Common sense legislation. The same should be in place for non-AI automated phone systems.
Same I get irrationally angry with those, I bet people would be much kinder on average to the support person if those automated questions were removed. I guess the reason they’re there in the first place is because many of the callers will just give up when confronted by an automated bot asking them to do a humiliation ritual or something they’re too old and confused to understand
And then human support is intentionally understaffed (like every other job) resulting in long waits that also get people to give up.
China is a clear demonstration that AI itself was never the problem. The real issue is how this tech is applied under capitalism.
Applied, distributed, developed, hosted; there isn’t a single thing about AI that anyone does better than China at the moment
but at what cost?
