He was a lieutenant colonel assigned to the East German stasi. Can find archive copies of his stasi identification floating around online.

Putin can probably speak English well enough, there’s just little need for him to do so publicly. If his accent isn’t perfect it’d get so much scrutiny, so better to just use translators.
Presidents of state do not speak in foreign languages even if they know it
