Well, he can possibly know people from Deep Web and use platforms inside I2P, Freenet, Yggdrasil, GNUNet or Onion (Tor) network (although I don’t recommend this one, as it’s poisoned with several FBI-backed nodes) to chat about it.
I have strong reasons to believe the shooter is already communicating with some people, but again even if they bring it up they’re fedposting. If I posted where to find them, it would be removed for “fedposting”. No investigation… Shameful
