On the Times Radio Trump report there is an example of this quoted regularly: the EU and the US were on the verge of a trade deal, to be signed during a weekend after getting the legwork done on a Thursday. On Friday the tariff czar Peter Navarro was all over the news (mainly Fox but not only) saying how horrible this deal was. Trump, who notoriously watches an unhealthy amount of TV, picked up on it and by the time the deal was supposed to be signed two days later, had changed his mind already and did a complete about-face raising tariffs instead of signing the deal.

Most of the high technology manufactuing and design for the soviet union was there, they had shipyards, port access, minerals, and the knowledge to use them IN ADDITION to not wanting anything to do with the soviets anymore. It should have been a no-brainer to foster that relationship and protect them with more than a paper agreement.
