That implies that he hasn’t already been an embarrassment multiple times prior to this.

This is a man who just starts talking/writing, and doesn’t really think about what he’s going to say, but just rolls with it.
It’s like pressing the next word suggestion on your phone keyboard and talking like that.
That’s a good analogy at the end there.

It’s very hard to tell who’s bullshitting and who isn’t, but reportedly one ship damaged, who the US claim wasn’t part of the convoy.
