Offer it and then dangle it for as long as possible. Create a lengthy investigative bureaucratic process for determining who gets it via applications and long investigation processes.
All gusanos will suddenly oppose regime-change until after they receive their compensation. This effectively flips them to your side for a temporary time period and can buy the time needed to get through this.

It’s a really good idea imo. I’m not against it. They need 1-3 years to get through this and I think you can make a process like this nice and slow to achieve that.
I’d rather give them nothing but in an existential situation like this it’s pretty worthwhile.
In a similar vein, I know some people around here are pretty pissed about Venezuela “selling out” to the Yanquis which tbh they kind of are right now, but they are also getting a huge cash injection into their starved economy and can sell off embargoed oil that was about to overflow their refineries and force a devastating shutdown.
From what I’ve seen so far PSUV has kept a firm hold on the political system still which is what’s more important, and if taking western corp money is what they got to do to buy some more time under the incredible threat from the imperialists next door then I think I can see the strategy. If this adventure in Iran goes on much longer Venezuela is going end up with much more leverage. Hopefully PSUV will be buying up kilometers of rope to hang the imperialists with later and avoid making me look like a fool here.

Didn’t they already offer compensation in the ‘60s? IIRC prior to the revolution basically all of the Cuban bourgeoisie were reporting their properties’ value as a fraction of the real value, to save on taxes. Fidel & Co. offered to repay them at the lower reported value.
They did. And other countries whose companies were nationalized accepted the compensation, except the US.
