Tbf I think the use of the phrase “minorities in ghettos” gives it away more. While the term has entered American terminology to refer to low-income urban/suburban communities, phrase “minorities in ghettos” leads me to think the person knows of it’s wider definition which a conservative likely wouldn’t.
