In fairness the CNSA would probably be open to a trade-in-kind sort of deal. It happens often IRL on a non-emergency basis. Trading access to space telescope time in exchange for providing a launch like the James Webb space telescope or instrument hardware for Hubble, a US/Russia “we’ll launch your ISS crew members on our rocket for free if you’ll do the same for ours” 1-to-1 seat swap deal that’s even held up through the Ukraine thing, etc.
