Seems like they’re quite confident they’ll be holding that territory after the war then. Also looks like they understand that they need to invest in the territory and build it up if they want to prevent guerrilla movements there.
There wouldn’t be guerilla activity there anyway. The local population have no appetite for such things. The vast majority identify as Russian and have very little love for the Kiev regime that has been bombing them for years.
So far the main way Ukraine has been able to motivate people inside Russia to commit terrorist attacks has been through either bribery or blackmail/extortion. You can get a few individual terrorists with those methods, but you’re not building entire guerilla cells and underground resistance that way. People need to have actual ideological motivation for that. There are way more pro-Russian underground cells operating in Kiev controlled territory than there are pro-Ukrainian ones in the new Russian territories.
Russia just understands that infrastructure investment is an economic and social benefit not just to the region but to the whole country. Plus it makes logistics for the war effort easier.

I’m sorry but this is absolute fucking nonsense. If you wanted to stop a construction project and have military tools then a handful of people could do so for months and months with just drones alone.
It’s not actually worth preventing its construction and that’s the only reason it continues to be built.
Iran are preventing the entirety of international trade with a drone or two per day. There would not be a single section of track laid if they wanted to prevent it.
This also shows that they know they are never getting that territory back. Else they wouldn’t be so fixated on destroying infrastructure that they themselves could use if they could take back those regions.
A large part of what they do is just punitive destruction. And they have these fixations like with the Crimean bridge that absolutely infuriates them and they have been trying for years to blow up for a morale boost.
Noo they’re supposed to let it fall apart and give money to local warlords so they can grow opium there. Don’t rebuild electricity infrastructure
