A very gradual, symmetrical escalation is what a sane nuclear-armed country would do in this scenario. Ideally with diplomatic communication about “this is what we are doing and why we are doing it.”

It would need to be someone who could hurt the west but not so much they escalate further. It would probably also be someone who would just be a pain in the ass to the west and blue to the whole international community.
